Colin James aka Col Fuller AM

15 February 2009

Col Fuller AM at Mooloolaba on the Sunshine Coast 2019. Col was conferred a Member of the Order of Australia on Australia Day 1999 his citation read: 'FOR SERVICE TO THE DEVELOPMENT OF THE NORTHERN TERRITORY THROUGH THE PROVISION OF INFRASTRUCTURE, LAND MANAGEMENT, CONSERVATION AND TOURISM PROJECTS. AM S16 1999'. His contribution to the development of NT infrastructure was outstanding, his commitment and development of NT conservation unequalled. Col was my Secretary of Chief Minister & Cabinet when I retired in 1999 having replaced the legendary Peter Conran AM. He was an exceptional servant of the Northern Territory. I often referred to him as ''respected, feared, reliable''. Later when appointed by Prime Minister Scott Morrison to head the rebuilding of North and North West Queensland in the aftermath of the 2019 monsoon I referenced Col Fuller as the man who knew how to ''get stuff done'', a standout role model. Arriving from PNG in those early years of Territory development Col was a natural fit to an emerging administration. His tools of the trade were simple - a pencil, rubber, ruler and writing pad. His steely determination made him one of the most important go-to people in successive CLP Governments. Long after I left Territory politics I sought out Col's advice and Counsel. I also sought out his friendship and company which was always forthcoming. He never suffered fools,  he was a loyal friend and confidant who gave freely of his advice; he was a committed Territorian who had an enduring belief that you can be anything you want to be in the NT and he proved that in his own lived experiences. Col Fuller AM passed away in Darwin on Sunday 14 February 2021 aged 80 survived by his wife Pam and adult children Tony, David and Belinda. A life well lived he was a great man. See also
